GORKHALAND MOVEMENT A CLANDESTINE INVASION

INTERNATIONAL TREATY, THE OVERWHELMING CONSIDERATION THAT SHOULD GUIDE
HER IN DOING SO IS TO KEEP HER SHORT AND LONG TERM INTERESTS IN VIEW.
COMING TO INDO NEPAL FRIENDSHIP TREATY,1950 ; IDEALISM RARHER THAN
NATIONAL INTERESTGUIDED INDIAN GOVERNMENT TO CONCLUDE IT.THE TREATY
ENVISAGES NATIONALS OF BOTH INDIA AND NEPAL RECIPROCAL ECONOMIC AND
RESIDENTIAL RIGHTS IN EACH OTHERS COUNTRY. THE INTERNATIONAL BORDER
BETWEEN THE TWO COUNTRIES REMAINS OPEN. THE RESULT HAS BEEN CONTINUOUS
MIGRATION OF NEPALI NATIONALS TO INDIA. THE MIGRANTS IN MANY AREAS OF
NORTH BENGAL HAVE ALREADY OUTNUMBERED THE LOCAL POPULATION LEADING TO
ETHNIC TENSIONS AND SOMETIMES VIOLENCE. INESCAPABLY THERE EMERGES A
PATTERN IN THE DIRECTION OF MIGRATION. A CURSORY GLANCE AT THE MAP OF
NORTH BENGAL, NEPAL, BHUTAN, SIKKIM SHOULD FORCEFULLY SUGGEST THIS.
THE INITIAL TARGET WAS THE PRESENT STATE OF SIKKIM. MASSIVE MIGRATION
OF NEPALI NATIONALS HAD SWAMPED THE AUTOCHTHONS PRIOR TO ITS MERGER
WITH INDIA.. THEN AROSE THE QUESTION OF CITIZENSHIP, NEPALI NATIONALS
IN LARGE NUMBER VOTED IN FAVOUR OF MERGER AND DEMANDED CITIZENSHIP
AFTERWARDS. THEY CONTENDED THAT IF THOSE WHO VOTED FOR MERGER ITSELF
WOULD BECOME ILLEGAL. THE GOVERNMENT OF INDIA WAS THUS BLACKMAILED
INTO ACCEPTING EIGHTY THOUSAND OF THEM AS CITIZENS. THIS WAS ON THE
FACE OF ONLY ONE HUNDRED THOUSAND SIKKIM SUBJECTS RECORDED AT THAT
TIME. THE STATE WAS THUS 'CONQURED'. THE NEXT TARGET WAS THE KINGDOM
OF BHUTAN . BY AN IDENTICAL METHOD THE MIGRANTS POURED IN LARGE
NUMBERS INTO THE KINGDOM. SOON THEY ADOPTED THE METHOD TESTED IN
SIKKIM SUCCESSFULLY. BACKED BY NUMBERS THEY DEMANDED DEMOCRACY BE
USHERED IN AND THE INSTITUTION OF KINGSHIP BE ABOLISHED. THESE WERE
CATCHY SLOGANS. THE KINGDOM ACTED SWIFTLY. ABOUT SIX LAKHS OF THEM
WERE DEPORTED. THEY ENTERED INDIA POSING AS NEPALI NATIONALS TAKING
ADVANTAGE OF THE TREATY. HOWEVER, INDIA DID NOT HAVE A SIMILAR TREATY
WITH BHUTAN AND THE IMMIGRANTS NEEDED TO BE REGISTERD AS SUCH. THIS
DID NOT HAPPEN DUE TO LACKADASICAL ATTITUDE OF THE GOVERNMENTS BOTH
THE STATE AND AT THE CENTRE. HAVING FAILED IN THEIR ENDEAVOUR IN
BHUTAN THE IMMIGRANTS TARGETED DARJEELING DISTRICT OF WEST BENGAL AND
THE CHICKEN NECK JOINING THE NORTH EAST TO THE REST OF THE COUNTRY. BY
THEN THE DISTRICT HAD FAR EXCEEDED ITS CAPACITY TO ABSORB MORE
MIGRANTS. THE MIGRANTS EROM BHUTAN TOOK SHELTER IN THE ADJOINING
PLAINS OF NORTH BENGAL BECOMING IN THE PROCESS MAJORITY IN MANY
ADMINISTRATIVE BLOCKS. A MORE MILITANTS GROUP TOOK OVER THE LEADERSHIP
OF THE IMMIGRANTS CHALLENGING THE LAWFULLY ESTABLISHED GOVERNMENT OF
THE STATE. THEY STOPPED PAYING ELECTRIC AND TELEPHONE BILLS, CHANGED
VEHICLE NUMBERS AND EVEN DECLARED THE DISTRICT MAGISTRATE AND
GOVERNMENT MINISTERS PERSONA NON GRATA IN THE HILLS. THE GOVERNMENT
MAINTAINED SILENCE. BIPARTITE OR TIPARTITE MEETINGS WERE HELD WITH THE
LEADERS OF THE IMMIGRANTS TO FIND SOLUTIONS TO THE SO CALLED
GORKHALAND ISSUE WITHOUT BOTHERING TO REFLECT UPON THE REAL STATUS OF
IMMIGRANTS ACCORDING TO THE TREATY OR THE CONSTITUTION OF THE COUNTRY.
NEVER ONCE DURING THE TALKSTHE ISSUE OF CITIZENSHIP STATUS OF THE
MIGRANTS WAS RAISED BY EITHER THE STATEOR CENTRAL REPRESENTATIVES. THE
ELECTION COMMISSION TOO MAINTAINED SILENCE. THE POLITICAL PARTIES SAW
THE OPPOTUNITY IN USING THE IMMIGRANTS AS VOTE BANKS AS SUCH WERE NOT
INTERESTED IN RAISING THE ISSUE. THE MEDIA, BOTH ELETRONIC AND PRINT,
WHO DEVOTE A LOT OF TIMEAND SPACE ON NON ISSUES LIKE SCANDALS REMAINED
OBLIVIOUS TO THE FRAUD ON OUR CONSTITUTION. IN THE MEANTIME THE
IMMIGRANTS ENROLLED THEMSELVES IN THE ELECTORAL ROLLS OF THE
CONSTITUENCIES AND REAPED THE BENEFITS OF CITIZENSHIP AND ACQIRED
LEGITIMACY. HAD THE BHUTAN EXPERIMENT BEEN SUCCESSFUL, A CONTINUOUS
LAND MASS STRETCHING FROM HIMACHAL PRADESH TO ARUNACHAL PRADESH WOULD
HAVE CREATED A NEPALI DOMINATED AREA COVERING THE ENTIRE NORTHERN
BORDER OF THE COUNTRY. SET AGAINST THIS BACK DROP THE AMBITION OF
CHINA OVER ARUNACHAL PRADESH CAN NOT BE SEEN AS ISOLATED PHENOMENON.

VICTOR PALACE
Heritage guesthouse at Victor Palace
A heritage guesthouse is going to be launched in the historic Victor Palace. State tourism minister Mr Manabendra Mukherjee would inaugurate the thoroughly renovated palace on 16 August and a luxurious high-end heritage guesthouse would be roomed there from that day.
Till recent days Victor Palace was known as a dilapidated heritage building situated on the west bank of Sagardighi in Cooch Behar town. It has been renovated with financial assistance extended by the Union government in 2005. Sources said the Centre had sanctioned a fund of about Rs 75-lakh. The picturesque palace was named after Prince Victor Nityendra Narayan. His parents - Maharaja Nripendra Narayan and Maharani Sunity Devi – are considered the founders of modern Cooch Behar.
West Bengal Tourism Development Corporation sources said the Central Public Works Department (CPWD) was entrusted to renovate the palace and they did it within two years. The total cost of thorough renovation was about Rs 50-lakh. After completion of the job the CPWD handed over the palace to the WBTDC. Now, a heritage guesthouse is going to come up there.
A luxurious restaurant and a dining hall have also come up beside the palace for the VVIP guests. Other visitors can also taste delicious foods at the restaurant. WBTDC has spent about Rs 39-lakh to build up this facility. The guesthouse is meant for VVIPs especially foreign tourists. Rich Indians who can afford the cost may also get accommodation here. There would be only four luxurious suits. These are fitted with all modern cosy equipments, plasma TVs and star class bathrooms. Two suits are in the ground floor and two are on the first floor. Charge of a suit may be about Rs 4,500 but the rate may be lesser as introductory offer, sources said.
It is expected that Deccan Charters may launch its air service through Cooch Behar Airport within a few days and it may be helpful for the new heritage guesthouse to get the expected VVIP guests. -Debashis Bhaumik.
WHO TO TEACH LESSONS !
Furore over primary teachers recruitment
Different organisations came out against alleged 'faulty and corrupted' procedure in recruiting primary school teachers. They demanded the procedure should be kept aloof from clutches of the leaders of the ruling party (read the CPI-M).
Secretary of Cooch Behar district unit of West Bengal Primary Teachers' Association Mr Avijit Dutta alleged that the District Primary School Council (DPSC) is no more a legally valid body and so it has no right to recruit teachers for primary schools. They demanded suspension of the recruitment process and submitted a memorandum to the district magistrate in support of their demand. They also demanded presence of no member in the interview committee related in any manner with any candidate.
President of Cooch Behar district unit of Trinamul Youth Congress Kumar Rajib Narayan said they already staged demonstrations at the office of the chairman of the DPSC. He alleged that the DPSC is associated with corruption, appeasement of kin of leaders of the ruling party and irregular procedure in recruitment. Alleging lack of transparency in recruitment process he demanded releasing of candidates' names and marks obtained by them in written examination and viva voce test.
Cooch Behar district unit of Chhatra Parishad also came out against the 'faulty' recruitment system. President of the district CP Mr Rakesh Chaudhury said they also staged demonstrations at the DM office and the DPSC office. He said the viva voce test of the candidates would be held on 11-16 August. Prior to that a few dishonest persons are engaged in earning a huge sum by promising jobs to the candidates who already passed the written examination. On the otherhand the relatives of the leaders of ruling parties are getting unwanted and ill-motivated opportunities to be recruited, he alleged.
Cooch Behar district magistrate Ms Smaraki Mahapatra made it clear that she would initiate a probe if she gets specific complaints over the recruitment system. The DPSC chairman Mr Kanak Mohanta however denied any discrepancy or irregularity in the recruitment process and winded up the allegation of corruption. - Debashis Bhaumik.

Open Letter To : Prime Minister of India

Dear Sir,
Re : Gorkhaland Movement, Stop Parleys Immediately.
As a grass-root level journalist I am watching the "Gorkhaland"
movement since 1986. I would like to draw your kind attention on the
following points.
1. When it is clear that there is no community/ race/ ethnicity in the
name of GORKHA in the existing world then how our Govt. is considering
the demand of so called GORKHALAND AGITATORS and why the political
parleys with GORKHA PARTIES.
2. GORKHA is a district of NEPAL and GORKHA TOWN" is the Head Quarter
of the Gorkha District. How
a "GORKHA" named movement / Anarchy/ Chaos can be tolerated in India!
3. Ancient time there was a kingdom named "GORKHA" in Nepal and the
old palace is still there, just adjacent to GORKHA TOWN. The then King
of GORKHA kingdom Prithwinarayan Shah is the founder of today's
greater Nepal by conquering several small & medium sized kingdoms of
that time. If the Nepalese are interested to remember that lion hearted
king, they can easily change the name of their country by putting
'GORKHALAND" in place of Nepal. A part of nepali speaking people in
India, those who are identifying themselves as "GORKHA", such section
of people may easily go there as because the treaty of 1950
(INDO-NEPAL FRIENDSHIP TREATY) allows both the Indians & Nepalese same
right of emigration. You will find from the history that members of
the GORKHA regiments fought against India in the several occasions.
Even Rabindranath Tagore condemned such type of aggression by calling
them butchers. You will find a piece of speech which is delivered by
"GORKHA" leader, Mr. Damber Singh Gurung in the CONSTITUENT ASSEMBLY
on 19th. December 1946. I am quoting a portion of that speech where
Mr. Damber Singh Gurung telling : " Sir, the problem of the Gurkhas
is quite different …… . Though we are made to do the dirtiest work in
India for which we have been called Butchers by Indians, though
hundreds of thousands of GORKHA lives were sacrificed to keep the
British Rule in India and elsewhere, nothing has been done by the
British Govt. so far the uplift of the GURKHAS"
From every corner it is established that regimented GURKHA / GORKHA
means SLAVES. And till date a section of the Nepalese are doing the
same slavery as soldier, security personnel, in the various part of
the world. When 'GORKHA" is foreign place and it is implied that
GURKHA/GORKHA means slaves, then how a Govt. can allow such movement a
demand in the name of GORKHA.
4. While 'GORKHA' is not a Community/ Race / Ethnicity etc. and there
is no anthropological history of Gorkha at all, then GORKHALAND
movement is not an issue at all.
5. When "GORKHA" is a landmark identity of Nepal and having a district
in the name, then how one can demand "GORKHALAND" in India!
6. It is fact that Britishers recruited youths from Nepal's Gorkha
area in their army as slaves and hence the regiment of those slaves
named 'GORKHA' (GURKHA). But it does not mean that the GORKHA is the
community or the race or the ethnicity. It is clear that Britishers
uses the "GORKHA/ GURKHA" term as the identity the nepali speaking
Khukri fighters (soldiers).
7. While it is proved that 'GORKHA" is not a community/ race/
ethnicity and "GORKHA" is a fictitious identity, then Govt. is duty
bound to cancel the Gazette Notification, dated 23.08.1988 in regard
to GORKHA citizenship. In this context I would like to mention that,
the notification which was published by Indira Mishra, the then Joint
Secretary to the Govt.of India was unconstitutional. No one of our
country has that right to issue the birth certificate for a community
through that procedure. The 'GORKHA" named community which was
fathered by Mr. Subhas Ghisingh (President of GNLF) and pushed to it
as Gazette Notification by Mr. Buta Singh, the then Union Home
Minister with the connivance of the then Darjeeling M.P Mr. Inderjit
Khuller. Mr. Bhuta & and Mr. Inderjit, both the Punjabis have made
this criminal offence by making the safe unconstitutional passage of
fictitious "GORKHA" community. My humble submission is, it is the duty
of our judiciary as well as all the peoples' representatives to check
how the things like "Gorkha" citizenship notification can be made and
why not the culprits will be booked for this anti-national offence.
8. While GORKHA is not a Community/ Caste / Ethnicity then how there
will be political parties like GORKHA JANAMUKTI MORCHA, GORKHA
NATIONAL LIBERATION FRONT, ALL INDIA GORKHA LEAGUE ETC. While GORKHA
is a fictitious identity, then how you, the Government making
Political Parleys with the "GORKHA" named parties and negotiating the
so called GORKHALAND demand. In this context I would like to apprise
you that in the Darjeeling Hills you will find no national political
parties, as because Darjeeling is a lawless land now, and creating
terror is the routine work of GORKHA JANAMUKTI MORCHA led by its
Preesident Mr. Bimal Gurung. Those parties are still having their
activities in the Darjeeling Hills, they may be different in their
names, but political demands are same. All are in favour of a separate
statehood which called "GORKHALAND".
9. You will be astonished to know that the GORKHALAND demand is a long
cherished dream of conspiracy in the name of Nepali Speaking people's sentiment.
Actually the so called "GORKHA" leaders want "GORKHALAND" as separate
country by creating anarchy with the help of illegally settled
foreigners. To achieve their target, the leaders as well as the
conspirators are trying to make their roads for that ultimate
destination. The target is ethnic cleansing of Bengali Community and
the various Tribal Groups. Please go through these points and you will
find the answer.
No one can deny that everyday a large number of Nepalese (Citizen of
Nepal) are coming to India through various open borders. As because
there is no passport or Visa system and INDO-NEPAL border remains
open, taking the undue advantage of INDO-NEPAL FRIENDSHIP TREATY,1950
the emigrated Nepalese are settling in India by managing the
citizenship through Ration Card/ EPIC Card/ enlisting as voter and
even enjoying the APL/ BPL status. You please go through Census Report
and you will find that, in 1951 there were 88,958 Nepali speaking
Indian populations in the Darjeeling District whereas in 1961 the
population of Nepali speaking people in the District jumped to
3,69,130. The growth rate was 314.95%. Further in 1971, the population
(i.e. Nepali speaker's population) jumped to 4,46,446. In 1981, it was
5,40,444, in 1991 it was 6,37,874 and in 2001, it was 7,78,528. You
will find more than 775% population growth of Nepali speakers took
place within 50 years in Darjeeling Constituency only. And when you
will get the 2011 Census figure that will show you the Nepali speaking
population of the district to be more than 14.00 lacs. Out of 14.00
lacs there will be a minimum of 10 to 11 lacs of those who are from
Nepal taking the advantage of 1950's friendship treaty. If you wish to
add the figure of Nepalese entered in the DOOARS and other parts of
West Bengal, then the number of Nepalese who settled as Indian will be
about 15.00 lacs. So, unless you are identifying these Non-Indian
Nepalese you can not sit with Nepali speaking leaders as because you
do not know the person you are talking whether they are
Nepali-speaking persons of Indian Citizen or are Citizen of Nepal. For
your ready reference I would like to submit below the quotation from
"GORKHALAND MOVEMENT A CLANDENSTINE INVASION" by Dr. D.P. Kar
"By 1991 Nepali census, the number of emigrants from Nepal had been
6,58,337 of which 89.2% i.e. 5,87,236 persons had gone to India.
Within the period from 1991-2001 the number of emigrants from Nepal
had been 7,62,181 and nearly 68% of them i.e. 5,18,283 persons
migrated to India".
The emigrants of Nepal in many areas of North Bengal have already
out-numbered the local population leading to ethnic tensions and
sometimes violence. Take just the instance for verification, please go
to TOTOPARA of Jalpaiguri District while the land of the TOTOPARA is
exclusively enmarked for the primitive TOTO tribe. You will see there
half of the land is occupied by the Nepali people and it's unfortunate
to hear that TOTO tribes are speaking Nepali! Both central Govt. and
State Govt. of West Bengal are aware of the fact that in December 2009
one NGO named "Janachetana" has filed Public Interest Litigation in
the KOLKATA HIGH COURT, where the petition raised questions regarding
the citizenship status of "Treaty Benficiery Napali Nationals in India
and prayed for directions from the Hon'ble Court to the respondents so
as to prevent flagrant violation of the Art. 326 of the Constitution,
Representation of Peoples Act and Foreigners' Act etc. Except Election
Commission, all the other respondents failed to submit their affidavit
in opposition and remained conspicuously silent over the issue. It is
also heard that "Janachetna" has already moved one more petition
praying for an interim order restraining the respondents from holding
the tripartite meetings with any of the outfits claiming to be the
representatives of the Nepalese whose citizenship status are disputed,
debatable and yet to be ascertained according to the Constitution of
India., Citizenship Act, the Foreigners' Act, the relevant Treaties
and the Central Govt.'s Gazette Notification dated 23rd. August 1988-
till the final disposal of the pending Writ petition by the Hon'ble
High Court. Sir, I am in constraint to say that this sort of disregard
and defiance to the judicial process from the Govt. Administration
will only make people loose their confidence on the system of
judiciary in the country.
Sir, I am not going to mention here the activities of Mr. Buta Singh
who acted as agent of Mr. Subhas Ghisingh in the earlier days for the creation of gorkhaland.Yes i am having that document in which BUTA SINGH writting to INDERJIT GUPTA , THE THEN HOME MINISTER OF INDIA FOR CREATION OF GORKHALAND STATE. I WOULD LIKE TO just intimate you that this is not the way to purchase peace
in the Darjeeling Hill by giving them interim set up (autonomous)
which straightly speaks SEPARATE STATE, will be the final one.
Sir, I know that I will not get any answer of this letter , but please
keep it in mind that I will fight tooth & nail against all the odds AND
he, who may be the political players. I am bound to do so as a true
citizen of this country.
Sir, while you are wrongly ready to give a
council, please delete the 'GORKHA" word from DARJEELING HILL COUNCIL.
And for your information, please note that late Rajiv Gandhi and late
Jyoti Basu both were dead-against of inclusion of "GORKHA" word as
because they never heard "GORKHA", the community which was fathered by
"messiah" Subhas Ghisingh.
You see GORKHALAND movement is in no way similar to any other movement
of separate State anywhere in India. This is the dacoity, hooliganism, gundaism of
two sections of people of a single linguistic Community. One section
is a portion of beneficiaries of Indo-Nepal friendship treaty and the other section
is a portion of true Indian Nepali Speaking citizen.
Sir, please remember the Sikkim, the State which having its first
language being Nepali has made a strict barrier to the entry of
Nepalese Beneficiaries , while Bihar, West Bengal and U.P. are still
giving the open border and free entry.
Sir, while you have accommodated Nepali language in the Eighth
Schedule, how you can recognize "GORKHA"? Who are they?

the world. When 'GORKHA" is foreign place and it is implied that
GURKHA/GORKHA means slaves, then how a Govt. can allow such movement a
demand in the name of GORKHA.
4. While 'GORKHA' is not a Community/ Race / Ethnicity etc. and there
is no anthropological history of Gorkha at all, then GORKHALAND
movement is not an issue at all.
5. When "GORKHA" is a landmark identity of Nepal and having a district
in the name, then how one can demand "GORKHALAND" in India!
6. It is fact that Britishers recruited youths from Nepal's Gorkha
area in their army as slaves and hence the regiment of those slaves
named 'GORKHA' (GURKHA). But it does not mean that the GORKHA is the
community or the race or the ethnicity. It is clear that Britishers
uses the "GORKHA/ GURKHA" term as the identity the nepali speaking
Khukri fighters (soldiers).
7. While it is proved that 'GORKHA" is not a community/ race/
ethnicity and "GORKHA" is a fictitious identity, then Govt. is duty
bound to cancel the Gazette Notification, dated 23.08.1988 in regard
to GORKHA citizenship. In this context I would like to mention that,
the notification which was published by Indira Mishra, the then Joint
Secretary to the Govt.of India was unconstitutional. No one of our
country has that right to issue the birth certificate for a community
through that procedure. The 'GORKHA" named community which was
fathered by Mr. Subhas Ghisingh (President of GNLF) and pushed to it
as Gazette Notification by Mr. Buta Singh, the then Union Home
Minister with the connivance of the then Darjeeling M.P Mr. Inderjit
Khuller. Mr. Bhuta & and Mr. Inderjit, both the Punjabis have made
this criminal offence by making the safe unconstitutional passage of
fictitious "GORKHA" community. My humble submission is, it is the duty
of our judiciary as well as all the peoples' representatives to check
how the things like "Gorkha" citizenship notification can be made and
why not the culprits will be booked for this anti-national offence.
8. While GORKHA is not a Community/ Caste / Ethnicity then how there
will be political parties like GORKHA JANAMUKTI MORCHA, GORKHA
NATIONAL LIBERATION FRONT, ALL INDIA GORKHA LEAGUE ETC. While GORKHA
is a fictitious identity, then how you, the Government making
Political Parleys with the "GORKHA" named parties and negotiating the
so called GORKHALAND demand. In this context I would like to apprise
you that in the Darjeeling Hills you will find no national political
parties, as because Darjeeling is a lawless land now, and creating
terror is the routine work of GORKHA JANAMUKTI MORCHA led by its
Preesident Mr. Bimal Gurung. Those parties are still having their
activities in the Darjeeling Hills, they may be different in their
names, but political demands are same. All are in favour of a separate
statehood which called "GORKHALAND".
9. You will be astonished to know that the GORKHALAND demand is a long
dreamed conspiracy in the name of Nepali Speaking people's sentiment.
Actually the so called "GORKHA" leaders want "GORKHALAND" as separate
country by creating anarchy with the help of illegally settled
foreigners. To achieve their target, the leaders as well as the
conspirators are trying to make their roads for that ultimate
destination. The target is ethnic cleansing of Bengali Community and
the various Tribal Groups. Please go through these points and you will
find the answer.
No one can deny that everyday a large number of Nepalese (Citizen of
Nepal) are coming to India through various open borders. As because
there is no passport or Visa system and INDO-NEPAL border remains
open, taking the undue advantage of INDO-NEPAL FRIENDSHIP TREATY,1950
the emigrated Nepalese are settling in India by managing the
citizenship through Ration Card/ EPIC Card/ enlisting as voter and
even enjoying the APL/ BPL status. You please go through Census Report
and you will find that, in 1951 there were 88,958 Nepali speaking
Indian populations in the Darjeeling District whereas in 1961 the
population of Nepali speaking people in the District jumped to
3,69,130. The growth rate was 314.95%. Further in 1971, the population
(i.e. Nepali speaker's population) jumped to 4,46,446. In 1981, it was
5,40,444, in 1991 it was 6,37,874 and in 2001, it was 7,78,528. You
will find more than 775% population growth of Nepali speakers took
place within 50 years in Darjeeling Constituency only. And when you
will get the 2011 Census figure that will show you the Nepali speaking
population of the district to be more than 14.00 lacs. Out of 14.00
lacs there will be a minimum of 10 to 11 lacs of those who are from
Nepal taking the advantage of 1950's friendship treaty. If you wish to
add the figure of Nepalese entered in the DOOARS and other parts of
West Bengal, then the number of Nepalese who settled as Indian will be
about 15.00 lacs. So, unless you are identifying these Non-Indian
Nepalese you can not sit with Nepali speaking leaders as because you
do not know the person you are talking whether they are
Nepali-speaking persons of Indian Citizen or are Citizen of Nepal. For
your ready reference I would like to submit below the quotation from
"GORKHALAND MOVEMENT A CLANDENSTINE INVASION" by Dr. D.P. Kar
"By 1991 Nepali census, the number of emigrants from Nepal had been
6,58,337 of which 89.2% i.e. 5,87,236 persons had gone to India.
Within the period from 1991-2001 the number of emigrants from Nepal
had been 7,62,181 and nearly 68% of them i.e. 5,18,283 persons
migrated to India".
The emigrants of Nepal in many areas of North Bengal have already
out-numbered the local population leading to ethnic tensions and
sometimes violence. Take just the instance for verification, please go
to TOTOPARA of Jalpaiguri District while the land of the TOTOPARA is
exclusively enmarked for the primitive TOTO tribe. You will see there
half of the land is occupied by the Nepali people and it's unfortunate
to hear that TOTO tribes are speaking Nepali! Both central Govt. and
State Govt. of West Bengal are aware of the fact that in December 2009
one NGO named "Janachetana" has filed Public Interest Litigation in
the KOLKATA HIGH COURT, where the petition raised questions regarding
the citizenship status of "Treaty Benficiery Napali Nationals in India
and prayed for directions from the Hon'ble Court to the respondents so
as to prevent flagrant violation of the Art. 326 of the Constitution,
Representation of Peoples Act and Foreigners' Act etc. Except Election
Commission, all the other respondents failed to submit their affidavit
in opposition and remained conspicuously silent over the issue. It is
also heard that "Janachetna" has already moved one more petition
praying for an interim order restraining the respondents from holding
the tripartite meetings with any of the outfits claiming to be the
representatives of the Nepalese whose citizenship status are disputed,
debatable and yet to be ascertained according to the Constitution of
India., Citizenship Act, the Foreigners' Act, the relevant Treaties
and the Central Govt.'s Gazette Notification dated 23rd. August 1988-
till the final disposal of the pending Writ petition by the Hon'ble
High Court. Sir, I am in constraint to say that this sort of disregard
and defiance to the judicial process from the Govt. Administration
will only make people loose their confidence on the system of
judiciary in the country.
Sir, I am not going to mention here the activities of Mr. Buta Singh
who acted as against Mr. Subhas Ghisingh in the earlier days. I would
like to just intimate you that this is not the way to purchase peace
in the Darjeeling Hill by giving them interim set up (autonomous)
which straightly speaks SEPARATE STATE, will be the final one.
Sir, I know that I will not get any answer of this letter , but please
keep it in mind that I will fight tooth & nail against all the odds
he, who may be the political players. I am bound to do so as a true
citizen of this country. Sir, while you are wrongly ready to give a
council, please delete the 'GORKHA" word from DARJEELING HILL COUNCIL.
And for your information, please note that late Rajiv Gandhi and late
Jyoti Basu both were dead-against of inclusion of "GORKHA" word as
because they never heard "GORKHA", the community which was fathered by
"messiah" Subhas Ghisingh.
You see GORKHALAND movement is in no way similar to any other movement
of separate State anywhere in India. In the context of GORKHALAND you
can clearly identify that it is the dacoity, Luliganism, Gundaism of
two sections of people of a simple linguistic Community. One section
is beneficiaries of Indo-Nepal friendship treaty and the other section
is a portion of true Indian Nepali Speaking citizen.
Sir, please remember the Sikkim, the State which having its first
language being Nepali has made a strict barrier to the entry of
Nepalese Beneficiaries , while Behar, West Bengal and U.P. are still
giving the open border and free entry.
Sir, while you have accommodated Nepali language in the Eighth
Schedule, how you can recognize "GORKHA"? Who are they?

JENKINS SCHOOL 150 : A LETTER
District Magistrate,Cooch Behar
As it is very well known that located in the heart of town, the government-run institution has been declared a heritage property. The school is among the most beautiful edifices in the town renowned for its architectural marvels left behind by the erstwhile princes of Cooch Behar.
I passed my Madhyamik and Higher Secondary exams from Jenkins School and I am proud to have studied in an institution that is a shining example of the education scene in Cooch Behar 150 years ago. I am really disappointed that no one is inclined to celebrate such a landmark year. Along with thousands of former students, I do strongly feel that your intervention is heavily demanded in the following situation as the school authority did not seem to be interested in the matter for some unknown reasons.
Many alumni including me are willing to donate and contribute academically for our school.

WHO CARES!
Jenkins School 150
The Jenkins School, one the best schools in north Bengal, is going to complete its 150 anniversary in February 2011. But the authorities are yet to take any initiative to celebrate the event. The 125th anniversary was also passed off without any celebration. Alleging this the president of Cooch Behar Town Block unit of Trinamul Chhatra Parishad Mr Manoj Roy and others submitted a memorandum to the head master of the school. They demanded immediate initiative to celebrate the completion of 150 year of the school. Mr Roy said the authorities were expected to take initiatives in February of this tear but they ignored the sentiment of the students and ex-students of the school.
Many eminent ex-students too demanded celebration of the 150 year of Jenkins School. On the otherhand, the school authorities said they would convey the demand to the higher authorities in state education department. - Debashis Bhaumik

BRIDGE OVER BAMNI RIVER
A dream-bridge comes true in Alipurduar
The residents of Josodanga village under Alipurduar-II block constructed a bridge over Bamni river on their own. It is hard to cross the river during the monsoon. The swelling river causes damage to farmlands and dwellings too. As they failed to draw attention of the authorities concerned to make a permanent bridge over the river they made it in their indigenous technology. Now it became easier for the residents of villages like Sibkata, Dhalkar and Josodanga under Majher-dabri Gram Panchayat to go the block development office, block health centre, land reforms office and the lone high school by crossing the Bamni river through the bridge.
In winter months the villagers have to cross the river on foot, as the water level remains low. On behalf of block administration a bamboo made bridge also comes up there. This temporary bridge flashes out when heavy downpour inflates the river. During the rainy season the river turns dangerous. Country boats are the main mode of transport during the monsoon. It is risky for the students, farmers, patients and all others to cross the river by boat. But they have to do it, as there is no better alternative.
This year, the locals have decided to construct a suspension bridge on their own. The plan behind it is that such a bridge may not flash out even if the water level of the river rises. Following the plan they constructed the bridge by collecting subscriptions from the villagers. It took about Rs 20,000. They made it with bamboo, wooden posts and galvanised iron wires. The bridge is hanging at a height of about 10-feet from the river-level. "Earlier we made appeals to the authorities but all those gone to deaf ears but at last we proved our worth because we are now crossing the river without any fear of washing out", said a proud elderly villager.

Incidents of boat capsizing feared
Without offering a diversion facility the construction of a concrete bridge over Sutunga river has commenced in Mathabhanga. The new bridge is to replace the old wooden bridge. Now, many have no other option than crossing the river by country boats.
According to norms a diversion facility should be constructed prior to the renovation or construction of a new bridge to replace the old one, locals said. But in case of the bridge over Sutunga river in Mathabhanga Municipality area the norms have been violated. The passengers have been compelled to cross the river by country boats by risking their lives. The question is: Who will shoulder the responsibility if any boat capsizes and that claims life of any citizen? Many senior citizens demanded construction of a temporary bridge as diversion till completion of the new concrete bridge.
Criticising the matter, the opposition leader of Mathabhanga Municipality Ms Kalyani Poddar (Trinamul Congress) said the CPI-M dominated civic body and the PWD would have to bear the responsibility if any mishap occurs. Replacing of the old wooden bridge by a concrete bridge may take about four years so the authorities should take measures to minimise the problems of the citizens. They should immediately start construction of a diversion bridge- she demanded.
It was learnt that when the wooden bridge turned out-of-order the civic body introduced ferry service free of cost for the people. The sub-divisional administration too admitted the risk of crossing the river during the monsoon by country boats. They are to take up the matter with the PWD officials, a senior officer said.
Chairperson of Mathabhanga Municipality Ms Kokila Singha said they arranged ferry service to help the citizens. Another plan is under consideration to provide bus services for the school students as a substitute for boat service, she added. - Debashis Bhaumik

DIMDIMA RIVER POSING THREAT
Brickyards blamed for massive soil erosion by Dimdima
Massive erosion of Dimdima river in Dooars is posing a threat to a few brickyards and the nearby villages. Locals alleged that indiscriminate and unsystematic earth lifting from the areas adjacent to the river and large-scale collections of sands from the riverbed is the main reason of worsening of the situation. Also, a local road between Shisujhumra and Dangapara turned unusable due to unsystematic digging. The owners of the brick-kilns however denied the allegation rose against them.
Recently, Dimdima river has posed fearsome to the residents of Ethelbari and Shisujumra gram panchayat areas under Madarihat-Birpara block in Dooars. Now, existence of at least nine brickfields is in danger. The swelling river may gobble up a few within a few days, the local workers fear.
There exist about ten brick-kilns along the bank of Dimdima at Ethelbari. According to the owners there are about five thousand workers engaged in these brickfields. If the river grabs these, the workers might be jobless. Smelling danger the owners and also others demanded erection of an embankment to protect the brickfields from massive river erosion.
Madarihat-Birpara Panchayat Samity sources said that the brickyard owners used to lift earth in unsystematic way without considering the future consequences. The situation aggravates during the monsoon when erosion also commences in the adjacent areas of the riverbank. Regular lifting of huge sands from the river is also a reason of the worsening situation. The department concerned never makes any inquiry into the matter, as they receive no complaints. On the otherhand, the owners of the brick-kilns denied of lifting of indiscriminate earth for their units.
Sources in Madarihat-Birpara Panchayat Samity said there was not enough fund with them to take up construction of an embankment or making facility to stop river erosion. They are to convey the situation to the Jalpaiguri Zilla Parishad. A report was sought from the local Gram Panchayat body on the actual position of erosion caused by Dimdima river, the sources added. Locals opined that the MBPS and the JZP should take immediate measures to stop erosion to save the brickyards in the interest of the workers engaged in those units. If necessary, the authorities should consider launching of schemes under NREGS to protect the area, they suggested. - Debashis Bhaumik.

VIOLATION OF RBI INSTRUCTIONS
Allegation over violation of RBI guidelines in banks
In almost all branches of the banks in Cooch Behar the customers are being denied to obtain a receipt against their deposits by cheques. If they ask for receipts they are being told that such facility was not available anymore. They are being asked to drop the cheques in the drop-box and keep the counterfoils of the pay-in slips as the receipts. Refusal to receive a cheque over the counter and giving a receipt as acknowledgement is nothing but an act of violation of the instructions issued by the Reserve Bank of India, said the secretary of the Cooch Behar Consumers Protection Society Mr Ganesh Chandra Bhattacharya.
Referring a circular (No. RBI/2006-2007/214 DBOD.No.Leg.BC. 49.09.07.005.2006-07) that was issued on 18 December 2006 by the chief general manager-in-charge of the RBI Mr Prashant Saran the CCPS secretary said the banks were advised to invariably display on the cheque drop-box that "customers can also tender the cheques at the counter and obtain acknowledgement on the pay-in-slips". "The message may be displayed in English, Hindi, and the concerned regional language of the state", the circular said.
Mr Bhattacharya said by that circular the banks were advised "both the drop-box facility and the facility for acknowledgement of the cheques at the regular collection counters should be available to customers and no branch should refuse to give an acknowledgement if the customer tenders the cheque at the counters".
In the circular it was also mentioned that "Reserve Bank of India/ Banking Ombudsmen have been receiving complaints that many bank branches are not accepting cheques at the counters and are compelling the customers to drop the cheques in the cheque drop-box. Banks are therefore advised to strictly adhere to the instructions contained in the circular and ensure that customers are not compelled to drop the cheques in the drop-box".
The CCPS secretary said by dropping a cheque into a drop-box a customer couldn't be sure of realisation of the money and deposit of the amount in his account. "We know a few cases where the customers had to suffer. Now, we are preparing to take up the issue to the RBI authorities for the benefit of bank customers", he said.
The members of the business community are also unhappy over the bank's attitude. The secretary of the district merchants chamber of commerce Mr Rajendra Kumar Baid alleged that a major section of bank personnel are interested in harassing the customers instead of extending them the justified service. They should obey the RBI instructions. The traders' body is also to take up the matter with the RBI authorities very soon, Mr Baid added. - DEBASHIS BHAUMIK

FB to demonstrate demanding repair of town saving dyke
BJP wants all-party meeting
The demand for regular maintenance and immediate repair of the embankment that is saving the town is getting momentum in Cooch Behar. Leaders of all major political parties agreed that the embankment should be protected at any cost to save the heritage town from the clutch of Torsa.
General secretary of the Cooch Behar district unit of the BJP, Mr Nikhil Ranjan Dey demanded the district administration to convene an all-party meeting to discuss the issue. As encroachers are to be removed from the embankment before commencement of renovation the administration should gather opinions from the political parties over issues like rehabilitation and compensation, he said. "We conveyed the matter to the irrigation division and the district administration on several occasions but to no avail. On Wednesday seepage of river water into the town caused panic among the citizens but the authorities are still taking no steps to repair the dyke. We do not believe in the irrigation division's assurance that no harm would be done by the seepage because the town had to experience a disaster many years ago when Torsa gobbled up a large section of the town", he recalled.
Chairman of Cooch Behar Municipality and also the president of the district unit of the Congress, Mr Biren Kundu opined that the seepage of river water through the sluice gates was an alarming matter. As the civic body has no authority to repair the embankment the administration should take the initiative. "I shall talk with the district magistrate Ms Smaraki Mahapatra over the matter", he said.
A senior citizen and also a member of the All India Congress Committee, Mrs Sabita Roy questioned that why the citizens should have to raise their voices over the issue. It is the government's duty to save the people and maintain the embankment regularly that was constructed following the instruction of the then Prime Minister Jawaharlal Nehru. About the proposed all-party meeting she said at first the irrigation division should start their work to renovate the embankment. It should be identified who are opposing the repair of the town saving dyke, she said.
Cooch Behar (West) MLA and also a secretariat member of the Forward Bloc, Mr Akshay Thakur said demands were raised several times in the past but the administration and the irrigation division did nothing to maintain the embankment. He alleged that government funds have not been used for actual jobs. The 'no fear' assurance of the irrigation division is worthless, he commented. He demanded an immediate survey to identify: why the river water seeped into the town on Wednesday, why there is no arrangement to drain out the additional water, which parts of the embankment are weak and the reasons of it. An all-party meet was held at Mekhliganj over renovation of Teesta embankment and eviction of encroachers, but no similar initiative was taken in Cooch Behar.
Mr Thakur announced that the Forward Bloc would stage a 32-hour sit-in demonstration on 30-31 August demanding renovation of the Torsa dyke. He also demanded a survey on the existing condition of the embankment to identify its weak parts.
President of district Trinamul Congress, Mr Rabindranath Ghosh alleged that the irrigation division and district administration do nothing to maintain the embankment. It is decaying due to lack of regular maintenance. Funds are being misused and it is only inflating the pockets of some unscrupulous contractors and a section of dishonest officials, he alleged. No one saw ever any work to repair the embankment, he said.

Bid to repair a dyke to save a town
Different political parties reached in a consensus to evict about two hundred families from the embankment of Teesta river to save Mekhliganj town. Accordingly the sub-divisional administration started evicting the families. Similar measure has been demanded in Cooch Behar too to save the heritage town from the rage of Torsa river.
At the first phase, the sub-divisional administration of Mekhliganj took the initiative. They convened an all-party meeting to discuss the problem of erosion of Teesta as the river was posing danger to the town. On Tuesday the meeting was held where the leaders of several political parties reached in a consensus to shift the dwellers that were living on the embankment. They felt that eviction was necessary to pave the way to repair the embankment. It was decided that about 200 families would be evicted from a stretch of about 2300-metre area of the embankment. The evicted families are to get permission to take shelter at a flood rescue shelter and a building of the local regulated market committee.
Though the leaders of the political parties agreed over eviction drive they want adequate compensation to the affected families. However, no decision has been taken at the meeting about extending any compensation to the evicted families.
A senior Forward Bloc leader and also the Mekhliganj MLA, Mr Paresh Adhikary said the town was in danger as the Teesta was approaching towards the town. Several thousands of people reside in Mekhliganj town and it is necessary to take steps to save them. For this reason the eviction plan was adopted and all the parties agreed to it. Rehabilitation and compensation issues may be considered later, he said.
A Congress leader Mr Maya Sankar Singha said they demanded Rs 6,000 as compensation per evicted family.
Mentionworthy, the Teesta is flowing along the Mekhliganj town. A few decades ago an embankment was erected to save the town from the river but it was not regularly maintained and renovated. Now, the condition of the embankment is poor. The problem turned worse as a few hundred families started residing along the embankment. Recently, considering the weak condition of the town saving dyke the irrigation division officials have decided to initiate repairing of the embankment. Following that development the sub-divisional administration had convened an all-party meeting.
In Cooch Behar, the condition of the old dyke along Torsa that is engaged in saving the town is also precarious. On Wednesday afternoon the river water started seeping into the town causing panic among the citizens. On behalf of 'Concern for Cooch Behar' Mr Amal Deb demanded measures to save the town by renovating the dyke. He demanded the district administration to follow the footsteps of Mekhliganj to adopt required measures to save the town from the swelling Torsa.

BENGAL WEST BENGAL has no right to sit with gorkha janamukti morcha or
any GORKHA NAMED PARTY OR DEMAND. Govt. must cancel the meeting which
is proposed to be held on 24.07.2010 at north block of delhi. If the
meeting occurs we will have to forward all the documents all the
documents to UNITED NATIONS OF INDIA in regard to a case pending in
the kolkata HIGH COURT demanding the deletion of foreign nationals
names from the darjeeling districts of WEST BENGAL. Janachetana, the
non political organisation which clearly demanded the deletion of
foreign nationals name from the voter list. QUOTING the case of
janachetana, another non political organisation BANGLAR PAKSHE made
it clear today that except one or two while every political party of
india is enjoying the GORKHALAND movement as their game, then we have
no way to demand justice from UNITED NATIONS mentioning the nuisenses
going on in the darjeeling hills and in the dooars area of jalpaiguri
district since last two years. In the name of so called political
movement by a rowdy organisation named GORKHA JANA MUKTI MORCHA
practically there is an agressive shut down going on by the rowdy
elements lead by the rowdy leader BIMAL GURUNG , which is STILL
unmanagable AS BECAUSE BOTH THE STATE AND UNION GOVERMENTS ARE eunuch

THE THEN HONOURABLE HOME MINISTER OF INDIA ON 16 OCTOBER,1996. I AM
QUOTING THE FULL LETTER. PL READ THE TEXT AS FOLLOWS:
Dear Shri Guptaji, YOU WILL KINDLY RECALL THAT DURING
MY LAST MEETING IN YOUR NORTH BLOCK OFFICE, I HAD REPRESENTED TO YOU
THE CASE OF GORKHA LAND, UTTARAKHAND AND VIDHARBA STATE, YUO HAVE
KINDLY AGREED TO LOOK INTO THE MATTER SYMPATHETICALLY. SUBSEQUENTLY I
HAPPENED TO MEET THE gnlf LEADER SHRI SUBASH GHISINGH WHO WAS IN
DELHI. SHRI GHISINGH HAD LEAD THE GORKHA LAND MOVEMENT IN 80'S THE
MOVEMENT HAD DRAWN ATTENTION OF THE COUNTRY AND DARJEELING GORKHA HILL
DEVELOPMENT COUNCILWAS PASSED UNANIMOUSLY, BY THE PARLIAMENT. THE
COUNCIL HAS BEEN ENGAGING ITSELIF IN THE OVERALL DEVELOPMENT OF
DARJEELING UNDER THE DYNAMIC LEADERSHIP OF SHRI SUBASH GHISINGH. I
VIVIDLY REMEMBER THAT DURING HIS VISIT LATE SHRI RAJIV GANDHI THE THEN
PRIME MINISTER HAD PAID GLOWING TRIBUTES TO THE LEADERSHIP OFSHRI
SUBASH GHISINGH. AFTER THE FORMATION OF THE COUNCIL WHEN A JOINT PRESS
CONFERENCE WAS ADDRESSED BY ME AND HONOURABLE CHIEF MINISTER OF WEST
BENGAL SHRI JYOTI BASU ALSO ACKNOWLEDGED THE POPULARITY AND
LEADERSHIP OF SHRI SUBAS GHISINGH.
INSPITE OF THE FACT THE FUNDS PROMISED BY THE CENTRAL GOVT. WERE
INADEQUATE AND OFTEN RELEASED WITH DELAY, THE CONTRIBUTION OF THE
STATE GOVT. WAS ALSO NOT THE EXPECTATION, INSPITE OF ALL THESE
HANDICAPS AND OTHER IMPEDIMENTS, SHRI GHISINGH AND HIS TEAM OF
COUNCILLORS CONTINUED TO RELENTLESSLY PUTTING THEIR BEST EFFORTS FOR
THE THE DEVELOPMENT OF THE PEOPLE. THERE IS WIDE AWAKENING IN THE HILL
AND PLAIN AREAS ALIPURDWAR,DARJEELING,KURSEONG AND NEIGHBOURING
DISTRICTS OF AND THE FULL APPRECIATION OF THE WORK DONE BY G.N.L.F.
I THEREFORE FULLY SUPPORT THE FORMATION OF THE FULL FLEDGED GORKHA
LAND STATE. I AM SURE AS THE DARJEELING HILL COUNCIL HAS PROVED AS A
MODEL FOR REST OF THE COUNTRY, THE GORKHA LAND STATE WILL ALSO CREATE
A HISTORY OF ITS OWN UNDER THE DYNAMIC LEADERSHIP OF SHRI SUBASH
GHISINGH.
AS I HAD REQUESTED YOU TO INTRODUCE A BILL TO THIS EFFECT IN THE

ARREST GHISINGH IMMEDIATELY
UNIVERSITY, KOLKATA in regard to aggressive movement in darjeeling
hills, DR. BISWAS SAID THAT we the indians must demand immediate
arrest of SUBASH GHISINGH, THE PRESIDENT OF gorkha national liberation
front FOR HIS MISCHIEVIOUS ACTIVITIES TO GET THE affiliation of
GORKHA as a community. AS YOU WILL NOT FIND ANY COMMUNITY NAMED gorkha
IN THE ANTHROPOLOGICAL HISTORY OF THE WORLD COMMUNITY OR RACE, THE
gorkha IDENTITY AS A COMMUNITY IS A FICTITIOUS IT HAS ALREADY
PROVED.NOW IT IS CLEAR THAT mr.ghisingh has managed to cheat our
motherland in connivance with MR. BUTA SINGH, the then home minister
of india AND the then member of our parliament MR. INDERJIT KHULLER
by creating a false identity NAMED gorkha.IT IS FACT THAT BUTA SINGH
WAS NOT A SO LITERATE PERSON WHO CAN UNDERSTAND THE MEANING WHAT A
COMMUNITY IS. BUT is OUR BUREAUCRATS were sleeping? THE PRESENT UNION
GOVERNMENT MUST TAKE ACTION AGAINST ALL THOSE WHO WERE INSTRUMENTAL TO
CLEAR THE DECK TO CREATE A FICTITIOUS gorkha COMMUNITY.WHILE
RECOGNITION OF A COMMUNITY IS A CONSTITUTIONAL MATTER, HOW IT HAS
PUBLISHED AS GAZETTE NOTIFICATION? NO ONE HAS THE RIGHT TO CREATE A
COMMUNITY OF HIS OWN, THEN HOW mr. ghisingh MANAGED to overcome the
hurdles? Prof.ACHINTYA BISWAS WANTS THERE MUST BE A SUOMOTO CASE FROM
THE supreme judiciary against GHISHING, BUTA and INDERJIT immediately.
All the three person must be arrested without delay. BEFORE CONTINUING
THE MATTER I WILL MENTION THAT Prof.Biswas is the CONVENOR OF
banglarpakshe, The 2 months old organisation based at kolkata with the
MEMBERS mainly from INTELLECTUALS. THE ORGANISATION IS IN PREPARATION
TO LAUNCH A MOVEMENT AGAINST BOTH THE STATE GOVERNMENT OF WEST
BENGAL, AS WELL AS UNION GOVT. The demands are: government has no
right to sit with the organisations which are identifying themselves
they are the representatives of SO CALLED gorkhas. AS THERE IS NO
COMMUNITY NAMED gorkha IN THE WORLD, THEN THERE WILL BE NO PARTY IN
INDIA WITH A WORD gorkha IN THEIR NAME.WHILE GORKHA IS A VAGUE
COMMUNITY THEN gorkha NAMED PARTIES MUST BE BANNED.
